Something as simple as access to public transport can be the reason that an individual is able to attend important meetings, go to the food bank, or even meet friends. Being mobile is crucial to the asylum application process and to integration into life in Scotland.

BMA doctors report says detention centres like Dungavel must be 'phased out'

MIGRANTS and asylum seekers should only be held in detention centres such as Dungavel House as a “last resort” and only for a fixed period of time, doctors have said.  A report by the doctors' union, the BMA, said the Home Office should consider "more humane means of monitoring people" instead of locking them up in immigration and removal centres (IRCs). It said the facilities should eventually be phased out altogether.

One fifth of children in Scotland living in poverty.

A report in the Scotsman has revealed that one fifth of children in Scotland live in families that are in poverty and cannot afford basic necessities. Scottish Government statistics indicate that 20% of children in Scotland live in families which are both classified as having limited resources - meaning they have low incomes, defined as having 70% of middle income - and also live in material deprivation, so cannot afford basics such as being able to repair or replace a broken kettle.

The “Give Me Five” campaign aims to lift 30,000 children in Scotland out of poverty by increasing child benefit by £5 a week per child. While the Child Poverty (Scotland) Bill is welcomed, setting out as it does ambitious targets to eradicate child poverty in Scotland by 2030, this campaign seeks urgent action now to meet the needs of the 260,000 children living in poverty in Scotland today.

Almost nine out of 10 (89%) of British adults say tax avoidance by large companies is morally wrong even if it's legal, according to a new ComRes poll for Christian Aid. The poll is published ahead of the Budget, which is expected to include new measures against tax avoidance following further revelations made in the Paradise Papers.

40 Million People Caught in Modern Slavery, 152 Million in Child Labour

More than 40 million people around the world were victims of modern slavery – forced labour and forced marriage – in 2016, a United Nations study has found, revealing the true scale of such practices that disproportionately affect women and girls.

Global estimates of modern slavery: Forced labour and forced marriage show that among the victims, about 25 million were in forced labour, and 15 million were in forced marriage. Of the total, almost 29 million – or 71 per cent – are women and girls. Women represent 99 per cent of victims of forced labour in the commercial sex industry and 84 per cent of people in forced marriage.

Social Bite, a proactive charity working around Scotland with and for homeless people, is organising the world's largest ever sleep-out and are hoping to attract 9,000 people to Edinburgh's Princes Street Gardens. The charity hopes that by raising funds and working together, the people of Scotland will create such an impetus that homelessness will be eradicated over a five-year period.

The recent arrest of five people  in Surrey on suspicion of modern slavery offences has highlighted this issue once more.

ACTS (Action of Churches Together in Scotland) Anti-Human Trafficking Group along with The Albertus Institute and Edinburgh University have organised a discussion day on slavery and human trafficking with the emphasis on Scotland.
Entitled ‘More Slaves Today than at any Time in Human History’ Exchanging Scottish and International Perspectives on Human Trafficking '  it takes place on Saturday October 7th in Edinburgh. Details.

The most obvious reason as to why this story should have greater news prominence is that more than 20 million lives hang in the balance, among them 1.4 million children of whom 600,000 could die in the next three to four months. It’s not as if there has been any shortage of warnings either.  In March this year Stephen O’Brien, United Nations Under-Secretary General for Humanitarian Affairs, spelt out the magnitude of the crisis.

The programme for the day begins with a morning input by Fr Donal Dorr MD. Fr Donal is a priest of St Patrick’s Missionary Society, and well-known author and presenter. His book Option for the Poor and for the Earth is recognised a classic in its field. Later in the morning, there will be an opportunity for discussion with Fr Donal. 

The afternoon will see Duncan Maclaren KCSC, discuss Integral Human Development and the contribution we in Scotland can make. It also gives us a forum for consideration of the import of the Dicastery for IHD which Pope Francis has created and which came into operation on 1st January this year.

This conference is free and open to all.

On Sunday, 5 February, Cardinal Vincent, spoke on the BBC Radio 4 Westminster Hour about the executive order issued by President Trump which suspends the refugee acceptance programme for 120 days, prioritises refugee claims of religious-based persecution and imposes a travel ban on nations from a countries of 'particular concern' (seven, predominantly Muslim, countries have been named).

The Government claims that benefit sanctions improve people's employment prospects. But a recent report from the National Audit Office (NAO) showed that the Department for Work and Pensions (DWP) has no direct evidence for the effectiveness of sanctions, has failed to analyse the data it holds about sanctions, and has refused to share data with other researchers or assist those researchers.

On October 17 1987, 100,000 people from around the world gathered together in Paris to bear witness to people living in poverty throughout the world.  The event was organised by the international movement ATD Fourth World and during it a large commemorative stone was unveiled, part of which reads, 'Wherever men and women are condemned to live in poverty, human rights are violated.  It is our solemn duty to come together to ensure that these rights are respected'.

It would be quite misleading to describe the 2015 Summer Budget as a "one nation budget" or as favouring "working families" and "giving the nation a pay rise" in any meaningful sense, says Ekklesia co-director Simon Barrow. We will move from counting people’s ability to afford the basics of everyday life to counting a selective and set of personal characteristics which muddle the causes and effects of poverty. A new report from a coalition of major UK Churches has revealed that around 100,000 children were affected by benefit sanctions in 2013/14. It also shows that in the same period a total of nearly 7 million weeks of sanctions were handed out to benefit claimants. Report launched into Emergency Food Aid
New research from the Poverty Alliance has highlighted the extent of emergency food aid provision across Scotland, showing that many organisations and groups are giving urgent support to thousands of Scots every year. As part of a Scottish Government funded study into the role of food banks and other emergency food aid provider’s 167 providers of emergency food aid were identified. The research also showed that many of these organisations were providing more than food alone.

Number of low-paid workers across Britain hits record high
The proportion of employees in low-paid work across Britain increased from 21 to 22 per cent last year - to just over five million people - a Resolution Foundation report has revealed. Low Pay Britain 2014, the Resolution Foundation's annual audit of low pay across Britain, finds that the number of people earning less than two-thirds of median hourly pay, equivalent to £7.69 an hour, rose to 5.2 million, an increase of 250,000 on the previous year. Child poverty map shows shocking levels of hardship across Scotland
The Campaign to End Child Poverty published (15 Oct) figures that provide a child poverty map of Scotland. The new statistics, released during Challenge Poverty Week in Scotland show levels of child poverty at local authority and ward level for MP’s constituencies. According to the new figures, one in three children in Glasgow live in poverty, while more than a quarter of children in five other local authorities are also growing up in poverty: Clackmannanshire (26%), Dundee (28%), East Ayrshire (26%), Inverclyde (26%) and North Ayrshire (27%).

The UK government is risking "systematic violation" of international human rights law in its treatment of disabled people, charities claim. Britain is a signatory to a binding UN convention on the rights of people with disabilities, and the international covenant on economic, social and cultural rights. Two reports published by the Scottish Government Welfare Reform Committee in June highlight the real and damaging impact of sanctions and benefit reforms across Scotland. Evidence shows the biggest impact of welfare reform falls on the poorest and especially those living in Glasgow whose working age residents lose the equivalent of £620 a year although a number of other older industrial areas across Scotland are also hit hard. New Statistics Show Increasing In-Work Poverty in Scotland
Figures published on July 1st 2014 by the Scottish Government on Poverty and Inequality show a rise in the number of people in Scotland living in poverty, and highlights the continuing increase in in-work poverty.  In 2012/13, 16 per cent of people in Scotland were living in poverty, compared with 14 per cent the previous year.  In real terms, this means that there are now 820,000 individuals are now living in poverty in Scotland. The report found that children were the group most likely to be living in poverty, with 19 per cent of children living in poverty, compared to 15 per cent of working age adults and 15 per cent of pensioners. More than 20 charities, including , the Child Poverty Action Group and Church Action on Poverty have signed a statement accusing the UK of violating the basic right to food. The action follows a letter to the government from 600 Christian clergy and bishops seeking urgent action on the scandal of foodbanks and food poverty, a similer statement from Jewish leaders, and the nationwide End Hunger Fast and many others - in solidarity with 900,000 people going hungry or short of food. New research shows continuing harm caused by bedroom tax
New research shows that the number of households hit by the bedroom tax has fallen by just 15 per cent during the last year, with nearly six out of seven affected households unable to avoid a cut in rent support. The research, sourced under the Freedom of Information Act by advocacy outfit False Economy, reveals that the number of households subject to the bedroom tax – which results in a reduction in their housing benefit – has actually increased in some local authorities, and barely fallen in others. The Scottish Welfare Fund was established earlier this year as an interim replacement for the discretionary Social Fund. The Scottish Government is now consulting on plans to give the SWF a secure statutory footing. The consultation on the Welfare Funds (Scotland) Bill is open until 7 February 2014. The consultation is also seeking views on options for independent scrutiny of decisions made by Local Authorities on applications to the SWF.

The head of the Church of Scotland's Church and Society Council says that what she wants for Christmas is real justice for people currently reliant on foodbanks. The UK government pushed disabled people from Incapacity Benefit (IB) to the failing new Employment and Support Allowance (ESA) system against the wishes of their independent, expert assessor, it has been revealed. Yet by 2010 when the decision was made it was clear, say critics, that there were significant flaws in the process. People with mental health and fluctuating conditions were not being fairly treated and successful appeals against “fit for work” decisions soared to 42 per cent. (Ekklesia)

Disabled and sick people in Scotland are being hit the hardest by Westminster's cruel Bedroom Tax. New figures published by Citizens Advice Scotland shows 80 per cent of the 82,000 in Scotland affected by the damaging tax are disabled. CAS Chief Executive Margaret Lynch commented: "Like so many of the recent welfare reforms, this is a measure that is principally hitting the most vulnerable people in our society, making their difficult situations even worse." Church Action on Poverty are concerned about the tidal wave of human misery caused by irresponsible lending. The worst single group of irresponsible lenders are the payday loan companies, who rip off millions of people and trap them in spirals of debt. We need proper regulation and enforcement to make this stop. The Financial Conduct Authority (FCA) has published new proposals for regulating payday lenders. They are a step in the right direction, but they don’t go far enough.

Child Poverty in Britain is Causing 'Social Apartheid'
Britain risks 'sleepwalking into a world where inequality becomes so entrenched that our children grow up in a state of social apartheid', according to a leading charity. In a damning report to be published next week, the National Children's Bureau finds that, in many respects, child poverty is now a bigger problem than during the 1960s, when it carried out a seminal study, Born to Fail?. The report compares aspects of children's lives today to data from the Born to Fail? cohort study of 11-year-olds, carried out in 1969. It finds that significantly more children are growing up in relative poverty today - 3.6 million compared with 2 million - and claims that these children suffer "devastating consequences throughout their lives". It adds: 'Today, although there have been some improvements, overall the situation appears to be no better, and in some respects has got worse.'  Guardian 24/08/13

Bedroom tax ruling ‘devastating news’ for disabled families
The High Court dismissal (30 July) of a legal challenge to the ‘bedroom tax’ will increase the risk of homelessness for disabled families and those with vulnerable children, Shelter is warning. Lawyers acting on behalf of 10 claimants brought the case against the Department for Work and Pensions, supported by evidence from Shelter. The claimants argued that the bedroom tax unfairly discriminates against disabled people by failing to recognise their needs, and that it violates the Human Rights Act and the Equality Act.  The High Court ruled today that the reduction of their housing benefit is legal, on the basis that the Government has made an extra pot of money available to local councils to help those affected by the penalties. However, the claimants, along with Shelter, the Equality and Human Rights Commission and Birmingham City Council, argued that this money (known as Discretionary Housing Payments, or DHP) is not enough to meet the need.

Since early in 2010, that the cornerstone of the coalition government’s deficit reduction plan was radical and savage cuts to welfare spending. After announcing initial plans to reduce the benefits bill by £18 billion per year by 2014-15, they have ramped up the anti-welfare rhetoric further this year with the announcement that a further £10 billion is to be cut with a new round of reforms from 2017. What is absent from the government’s announcements on welfare ‘reform’ so far, however, is an analysis of just who it is that stands to lose and how exactly that loss will affect them. To some extent, the sheer complexity of the welfare system has assisted the government in hiding the cumulative impact of the changes.

New research published by the High Pay Centre think-tank reveals that even a modest level of wealth redistribution could make a substantial difference to the standard of living for low-earners, and would not be greatly missed by those at the top. As Action Week draws to a close, we reflect on how the blame for our economic crisis is being laid on those who are feeling its worst effects. The government and politicians, including the Prime Minister, make the false distinction between the deserving and undeserving poor, the striver and the skiver. Some in the media focus almost entirely on negative stories of those experiencing poverty. The stories of the people who have been made redundant, who have been left with no means of support because of cuts to vital services,  and made homeless because of cuts to housing benefits, are too often marginalised and ignored.

Every day, people who are struggling to make ends meet are demonised and blamed for their poverty. Politicians and the media use abusive language and images. Scroungers. Skivers. Chavs. Underclass. This language is used to fuel mistrust by contrasting supposed ‘strivers’ with ‘skivers’. It is used to justify cuts to our safety net, which will drive hundreds of thousands of people further into poverty. It dehumanises and degrades people who are already struggling to survive. It adds to the growing gap between rich and poor, by denying a Fair Say to millions of people. If you oppress the poor, you offend the one who made them. (Proverbs 14:31)

Hundreds of thousands of disabled and sick people will be wrongly found fit for work and lose vital financial support if government proposals timetabled for 28 January go through, a new analysis finds.  The Employment and Support Allowance (Amendment) Regulations 2012, were tabled at the end of last year but have not been discussed by Parliament. They will reduce entitlement to ESA, meaning that Work Capability Assessments will find even more genuinely sick and disabled people fit for work, says the briefing, which has been complied by a team of professional disabled people.

A new YouGov survey from the housing and homelessness charity Shelter has revealed the emotional strain faced by millions of families as they struggle to meet their housing costs. Things are moving fast in Europe. 11 countries have now written to the European Commission requesting to implement an FTT under the ‘Enhanced Cooperation Procedure’ (ECP). This passes the nine-country threshold needed to initiate the ECP, meaning this group of progressive countries can now move towards implementation. Austria, Belgium, Estonia, Germany, Greece, France, Italy, Portugal, Spain, Slovakia and Slovenia will introduce a broad-based FTT covering shares, bonds and derivatives next year which will raise an estimated €37 billion annually.

Tax dodging has been in the news again. The scale of tax avoidance by international names such as Facebook, Starbucks and Amazon has been exposed. Some MPs are now calling for a Parliamentary Inquiry into these practices. If we act now, we can get more MPs to join them. This is the next step after the highly successful Tax Bus tour, where 5,000 people visited the bus, calling on Cameron to push this issue on the world stage through the 'Tick for Tax Justice'. Catholic Social Teaching and UK Politics
An interesting radio broadcast on the place of Catholic Social Teaching in modern politics can be found on the BBC iPlayer. It is useful in giving a secular perspective on the place of CST, particularly on the political left, but including conservative views and the place of CST in business.  Unfortunately, if unsurprisingly with the BBC these days, the context is restricted to England. A far better programme would have resulted from including Scottish applications of CST.

One in five UK workers paid less than the Living Wage
One in five workers in the UK – some 4.82 million people – are paid less than the ‘Living Wage’, new research from accountancy firm KPMG shows today.  In a difficult climate of rising prices and increasing costs of living, the impact is falling hardest on these low paid workers with over four in ten saying that their finances are worse now than they were just one month ago.

Cuts throwing young onto the scrap heap
YOUNG people in Scotland are bearing the brunt of sweeping welfare cuts, so much so many are in danger of becoming abandoned by the system.  Charities this week have said UK Chancellor George Osborne’s plans to cut housing benefit to under 25s would result in increased homelessness and unemployment amongst young people.  It also came as a new report from the Scottish Parliament’s Equal Opportunity Committee concluded that young homeless people
in Scotland are being failed by support services, leaving them vulnerable and isolated from mainstream society. (Robert Armour Third Force News)

The Poverty Truth Commission have been asked to be a part of the Scottish Government's Community Empowerment and Renewal Bill Reference Group. The Poverty Truth Commission has been a two year project bringing together some of Scotland's civic leaders with people at the sharp end of poverty. Lack of affordable housing puts young lives 'on hold'
One in five 31-44 year olds who do not have children are delaying starting a family because of the lack of affordable housing. More than one in four (26 per cent) of those who decided to wait say they have been doing so for five years or more. Minimum wage now worth less
The national minimum wage is now worth less than it was in 2004 and a higher rate should be introduced for workers aged 25 and over, according to a new report. The Resolution Foundation, an independent think-tank, found that the recently announced increase from £6.08 to £6.19 this October will leave the minimum wage 6 per cent below its 2009 peak in real terms because it has been rising by less than inflation. The first Annual Report of the Child Poverty Strategy was laid in the Scottish Parliament on 22 March. The report highlights some of the key measures taken by the Scottish Government since the publication of the Child Poverty Strategy for Scotland in March 2011, and references some of the activity that will be taken forward across the 3 year span of the strategy.

The Poverty Truth Commission has been a two-year project bringing together some of Scotland’s civic leaders with people at the sharp end of poverty. They have worked together to discover the truths about poverty, and to explore real solutions to it. Our motto, taken from post-apartheid South Africa, is: "nothing about us without us is for us". We believe that  poverty will never be truly addressed until those who experience it firsthand are at the heart of the process. The Poverty Truth Commission has been a groundbreaking experiment in social policy thinking, based on the premise that people living at the harsh end of poverty should have a defining voice in seeking genuine solutions in public life and in governance.

There's still time to email your MP about Fair Taxes before the Budget!
You still have time to make sure your MP understands how important it is that we take action for Fair Taxes. If enough MPs speak out, there is a real chance that next week's Budget could put in place a 'General Anti-Avoidance Rule' (GAAR). This would prevent wealthy individuals and companies from using contrived financial structures to shield themselves from their tax bills. The poorest pay more of their income in tax than the richest. An effective General Anti-Avoidance Rule will not solve that injustice, but it is an essential first step. 369 have emailed their MPs so far about this. In the UK there is a multi-billion pound industry whose aim is to find clever ways for its wealthy customers to avoid paying tax. The industry is legal, thriving, and denies UK tax-payers at least £25 billion each year. That is more than the amount the Government is trying to cut from the benefits bill - which means that tax avoidance amounts to robbing people in poverty. Another Welfare Reform Bill defeat for the coalition government

The government has lost a record eighth vote in the House of Lords over its plans to severely cut and restructure the British welfare system. An amendment to the Welfare Reform Bill, overturning a move to cut payments to specific council tenants with one spare bedroom, was carried by ten votes. The bill is now due to go back before the House of Commons, with the government defiant but a huge swathe of political popular and public opinion - including charities and others making up Mr Cameron's 'Big Society' - wishing to see significant changes. The House of Commons debated the Welfare Reform Bill for the last time on 1 February 2012 following a record seventh defeat for the government in the House of Lords.  The coalition has a 70-seat majority at Westminster and the Prime Minister and his colleagues are determined to ignore the massive weight of opinion against them from parliamentarians of all parties, charities, churches, medical professionals, people living with disability and poverty, children's advocates, academics, researchers, community organisations, faith groups, public figures and many thousands of constituents who have been lobbying their MPs. Campaign against disability and welfare cuts steps up
Buoyed by a stunning victory in the House of Lords, disabled rights activists and their supporters are pledging to step up the campaign for welfare justice. Now Labour MP John McDonnell has tabled a Parliamentary Question asking for a statement from the Government in response to the 'Responsible Reform' report (also known as the Spartacus report) produced by disabled people themselves. This exposes what critics calls the 'sham' official consultation on Disability Living Allowance (DLA).

Study refutes claim that foreign nationals are depriving British-born workers of jobs. There is no link between rising immigration and rising unemployment, independent economists have found - contradicting persistent claims from anti-immigration activists and politicians that an influx of foreign nationals into the UK in recent years has led to more British-born workers on the dole.

Lords vote to slash benefits for disabled children
An amendment to the Welfare Reform Bill to protect the benefits of disabled children once Universal Credit is introduced has been defeated in the House of Lords. Three amendments were defeated altogether, as government supporters pushed ahead with their plan to make the poor and vulnerable pay for what critics say is the excess and failure of their allies in the City. The amendment was defeated by a very small margin (187 votes to 189), the closest vote seen so far - something which has given some encouragement to disabled rights campaigners over upcoming struggles.

Children's Commissioners issue Child Poverty Warning
A joint report published by the Children's Commissioner's for Scotland, England, Wales and Northern Ireland has warned that the Government's spending cuts as well as welfare reforms could push many families and children into poverty.The Commissioners expressed fears that the most vulnerable in society are facing disproportionate hardship.

Christian campaigners help persuade UK chancellor to close tax loophole
Church Action on Poverty says it is "delighted" at the first success of their campaign to 'Close the Gap' between rich and poor through fairer taxes. The government announced earlier this week that it is to close a tax loophole that has allowed retailers to avoid paying VAT by sending goods from subsidiaries in the Channel Islands. Low Value Consignment Relief (LVCR) will not apply to goods sent from the Channel Islands to the UK from 1 April.

Vatican reflects on financial reform
The Pontifical Council for Justice & Peace has just published a document about Reforming the International Financial and Monetary Systems in a way that Responds to the Needs of all Peoples. It contains a good history of recent economics as seen through Catholic Social Teaching and would make an excellent basis for discussion by J&P groups old and new. The document can be read in under half an hour and gives a good non technical grounding to consider the present economic crisis.

THE number of children being brought up in Scottish households where no adults are working has increased. Under-16s living in homes without adults with paid jobs rose to 145,000 (15.8 per cent of all under-16s) this year from 141,000 (15.3 per cent) last year.

The Bishop of Aberdeen and the Bishop of Menevia have issued their joint message for Sea Sunday on 10th July
The Bishops urge all to support the vital work of the Apostleship of the Sea. 90% of world trade is transported by ship, however the life of a modern seafarer can be dangerous and lonely. They may spend up to a year at a time away from home, separated from their family and loved ones, often working in harsh conditions.

Since the recession hit, a third of families are now spending more each month than they have coming into their households. Four in 10 Britons are worried about their debt, five million are permanently overdrawn, and 22% will carry a credit card debt throughout 2011. The payday lending industry and other legal loan sharks are taking advantage of a lack of access to credit faced by many of these consumers as they try to make ends meet, lending them money on which they charge interest rates up to 4,000% or more.

Government 'Big Society' rhetoric is toothless and may be used to wash ministerial hands of responsibility for the impact of spending cuts, the Catholic Archbishop of Westminster warns. Archbishop Vincent Nichols, spiritual head of the Catholic Church in England and Wales, said he backed an expansion of voluntary and community engagement, but not at the expense of proper societal and governmental responsibility.
